
Overview
Elise Balin Hill is an attorney licensed to practice law in Wyoming, Oregon, and the United States District Court for the District of Wyoming. She focuses her practice on civil litigation, representing clients in complex disputes involving business litigation, tort claims, land-use, commercial matters, natural resources, and environmental law.
Raised in a fourth-generation farming and ranching family in Klamath Falls, Oregon, Elise developed a strong work ethic and a practical approach to problem-solving while gaining firsthand insight into the ways natural resource and environmental policy affect agriculture, business, and rural communities.
Elise earned her Juris Doctor from the University of South Dakota Knudson School of Law and also holds a Master of Environmental Law and Policy from Vermont Law and Graduate School. Before transitioning into a civil litigation focused practice, she concentrated on natural resources, environmental, water, administrative, and public lands law, developing experience in regulatory matters affecting agriculture, energy, and land use.
Her legal practice reflects a commitment to meticulous legal research, persuasive written advocacy, and comprehensive case preparation. She regularly drafts pleadings, dispositive motions, discovery pleadings, and trial-related filings while managing complex factual records and developing litigation strategy.
In addition to her legal practice, Elise has also been recognized for academic and professional achievement, including receiving a scholarship to the Oregon State Bar Litigation Institute and the Roland W. Hageman Scholarship for excellence in water law. Elise also serves as an appointed committee member on the board of the Oregon State Bar Agriculture Law Section.
Outside of the office, Elise has a passion for the outdoors, including hunting, roping, and spending time outdoors, interests that reflect her agricultural roots.
